A native of Atlanta, Georgia, Bishop Carswell accepted his call to ministry early in life and was licensed as a Minister of the Gospel in September 2004. He was ordained as an Elder in September 2009 under the covering of the Covenant Fellowship of Churches, marking a season of spiritual formation and leadership development that laid the foundation for his future impact.
In 2012, Bishop Carswell accepted the assignment to serve alongside his father, the late Bishop Quincy Lavelle Carswell, Sr., as Pastor of The Covenant Church (@thecovenantatl) in Decatur, Georgia. After faithfully serving as Youth and Young Adults Pastor, he assumed senior leadership and has since guided the church through significant seasons of transition, renovation, and expansion. Under his leadership, The Covenant Church has continued to grow spiritually, structurally, and numerically, emerging as a stable, forward-moving ministry rooted in faith, excellence, and community engagement.

On Sunday, July 20, 2025, Bishop Carswell was consecrated to the Office of Bishop by Archbishop Ruth Smith. He currently serves as the Bishop of Inner Cities Across the United States for the Light of the World Covenant Fellowship International, providing apostolic leadership, strategic oversight, and spiritual covering to ministries committed to urban transformation and Kingdom advancement nationwide.

A graduate of Morehouse College and Luther Rice University & Seminary, Bishop Carswell earned a Bachelor of Arts in Sociology and Philosophy and a Master of Divinity degree. His preaching is exegetical yet imaginative, prophetic yet practical, and marked by compassion and conviction. For more than two decades, he has proclaimed the uncompromised Gospel of Jesus Christ in pulpits, conferences, and institutions both locally and nationally.
Throughout storms, legal challenges, and major transitions, Bishop Carswell has remained steadfast without losing his vision, voice, or the trust of his people. He is widely respected as a spiritual father, a cultural bridge to the city, and a stabilizing leader in moments that require courage, wisdom, and resolve.
